General Account of Position
The Director of Portfolio leads the Portfolio Office, accountable for what enters the delivery system, how it is routed, and whether it delivers value. This role consolidates the portfolio management, intake, resourcing, budgeting, enterprise status reporting, procurement, and vendor and contract management accountabilities previously held at the AVP, IT Service Delivery level, and the demand-shaping and resourcing accountabilities of the Director of Project Solutions and Delivery role, into a single director-level owner sized for an AI-first delivery model.
This position carries a distinctive early-tenure design mandate. The Director manages the current Business Analyst and Project Manager staff - both consultants and FTEs - and is accountable, in partnership with the CIO, to determine and recommend the long-term shape of the function. This includes: (1) evaluating the enterprise need for pre-SDLC business support and organizational project management assistance outside the SDLC - work that has fallen to IT in recent years[GH1] - and recommending whether, and where, it should be staffed long term, within IT or elsewhere in the organization; (2) determining what FTE roles the Portfolio Office requires long term; and (3) determining the pace and sequencing of the consultant drawdown based on company need and efficiencies gained through the AI-first operating model. The Director's recommendations, developed with and approved by the CIO, will define the end-state design of this function.
In SDLC 2.0, heavy project management overhead is replaced by lane-based routing and evidence-based gates. The Portfolio Office operates the spec-intake front door in partnership with Product Engineering, routes work into the three-lane model at the appropriate risk tier, owns the confounder register as a managed portfolio asset, and gives the CIO and executive leadership a single, truthful view of demand, capacity, spend, and outcomes.
Essential Responsibilities
- Manage the current Business Analyst and Project Manager staff, both consultants and FTEs, including work assignment, performance management, development, and (for consultants) engagement oversight.
- Evaluate and recommend to the CIO, on the basis of evidence gathered in role, the long-term staffing design of the Portfolio Office: which FTE roles are required, which functions should be delivered through automation or AI-enabled workflows, and the disposition of each consultant seat.
- Assess the enterprise demand for pre-SDLC business support (business case shaping, requirements maturation, process analysis) and for organizational project management assistance on initiatives outside the SDLC; quantify this demand, determine whether it is appropriately an IT accountability long term, and recommend a staffing and placement model to the CIO.
- Own the consultant drawdown for portfolio, business analysis, and project management seats: define capability and efficiency milestones that gate each reduction, track run-rate against the target end-state, and sequence reductions based on company need rather than a fixed calendar.
- Own portfolio intake and demand management, operating the spec-intake front door and ensuring every initiative enters with a clear owner, outcome, and risk tier.
- Route work into the three-lane delivery model in partnership with the engineering Directors, monitoring lane capacity and rebalancing as priorities shift.
- Own and maintain the confounder register as a managed portfolio asset, ensuring cross-initiative dependencies, assumptions, and interference risks are visible and actively managed.
- Maintain the current portfolio of IT projects, vendors, and assets, including day-to-day IT budget tracking and the monthly enterprise status reporting process.
- Own IT budget management across OPEX and CAPEX for shared services and the portfolio, including forecasting, variance analysis, and capitalization treatment.
- Manage enterprise contracts, renewals, and terminations; maintain the contract repository and renewal calendar; recommend consolidations that reduce operational cost and support burden, including execution of the software portfolio rationalization savings targets. (Third-party risk accountability for these vendors resides with the Director, Security & Governance; this position owns the commercial and lifecycle dimensions.)
- Own IT procurement governance, including purchase intake, approval workflow, and alignment of purchases to architecture and security standards.
- Own vendor management discipline on the commercial and performance dimensions: performance scorecards, relationship cadence, and escalation for strategic vendors, in partnership with the accountable tower Directors and with risk input from Security & Governance.
- Provide benefits realization and outcome reporting, connecting delivered work to business value for the CIO, Executive Committee, and Board materials.
- Meet regularly with business owners to ensure roadmaps remain on track, documenting changes and feeding them back into intake and routing.
- Perform employee evaluations and reviews for direct reports, documenting as necessary.
- Take documented handoff of portfolio, budgeting, enterprise status reporting, procurement, and contract management practices previously governed at the AVP, IT Service Delivery level, verifying signature authority and renewal calendars have no gaps.
- Assume management of the existing Business Analyst and Project Manager staff (consultants and FTEs) carried over from the Project Solutions and Delivery function, establishing a current-state baseline of work types, demand sources, and effort allocation within the first 90 days.
- Deliver to the CIO, within the first two quarters, a function design recommendation covering: long-term FTE roles for the Portfolio Office; the disposition and sequencing of each consultant seat with capability/efficiency gate criteria; and a recommendation on whether pre-SDLC business support and non-SDLC organizational project management should be staffed within IT, elsewhere in the organization, or wound down.
- Stand up the confounder register and lane-capacity reporting as standing portfolio artifacts within the first 90 days.
- Proactively manage the supply and demand of IT services across the portfolio.
- Support audit requests related to procurement, contracts, and portfolio controls.
- Other duties as assigned.

- Demonstrated experience with IT budgeting (OPEX/CAPEX), vendor and contract management, and executive reporting.
- Demonstrated experience designing or restructuring a function, including workforce planning and consultant transition, strongly preferred.
- Experience with lean/flow-based delivery models and AI-enabled/startup delivery environments preferred; business analysis background a plus.
