Overview
Support a federal contractor transitioning from Time-and-Materials (T&M) to cost-reimbursable contracts (Modified/Full CAS). Address finance and accounting compliance gaps across DOE, DEAR, FAR, CAS, and CASB Disclosure requirements.
Key Responsibilities
Timekeeping & Billing Compliance (FAR 52.232-7):
- Audit and improve Basic Online timekeeping system (daily entries, project codes, amendments, unpaid OT).
- Assess and correct affiliate/subcontractor timekeeping and billing (LCAT-aligned).
- Resolve time-entry and billing issues for CO and VIPER submissions.
- Develop G&A wrap-rate model; hand off to UUSA Finance.
- Implement direct vs. indirect cost segregation (CAS 418 / FAR 52).
- Establish procedures to exclude unallowable costs (FAR Part 31).
- Prepare updated 3-part Disclosure Statement reflecting current processes and affiliate cost methods.
- Direct vs. indirect cost classification.
- Indirect cost allocation to cost objectives.
- General ledger control and reconciliation.
- Approval and documentation of adjusting entries.
- Internal audits for US GAAP and government compliance.
- Timekeeping system documentation (Basic Online ? ADP).
- Labor distribution aligned with cost segregation.
- Monthly interim cost determinations (P&L to project reclassifications).
- Indirect Costs – Apply a logical, consistent allocation method to intermediate and final cost objectives.
- General-Ledger Control – Confirm all costs accumulate under general ledger control.
- Subsidiary-to-G/L Reconciliation – Verify regular reconciliations occur and are documented.
- Adjusting Entries – Ensure all adjustments receive formal approval and documentation.
- Internal Audits – Validate that annual audits include government-compliance checks (e.g., US GAAP adherence).
- Timekeeping System – Document and verify procedures for Basic Online (moving to ADP); define time-entry adjustments.
- Minimum of six (6) years in cost accounting and audit for defense/DOD projects.
- Familiarity with VIPER submission processes or similar platform.
- Experience with federal contract with knowledge of DCAA, CAS, FAR, DOE, DEAR.
- Proficient in billing, travel, timesheets, and compliance reporting.
- Enriched uranium project experience preferred
- Basic Online and SAP ERP; ADP transition experience a plus.
