This position will be instrumental in strengthening cost accounting practices and ensuring full compliance with federal government regulations such as DCAA, DOE, DEAR, CAS, FAR, and CASB Disclosure Statement requirements. Your responsibilities will include identifying, analyzing, and resolving finance and accounting control gaps highlighted by external auditors and compliance advisors. You’ll contribute to the development and implementation of compliant cost allocation methodologies, indirect rate structures, and internal controls that align with federal cost principles. This position offers a unique opportunity to drive regulatory excellence in federal contracting, support audit readiness, and shape the organization’s long-term cost compliance framework through proactive risk mitigation and continuous process improvement.
 
Focus Areas:
Direct and indirect costs must be classified in a way that ensures both clarity and compliance with applicable regulations.
Allocation methods should be applied consistently across all cost objectives to maintain fairness, transparency, and regulatory alignment.
The general ledger must be properly integrated with supporting systems, and regular reconciliations should be conducted to ensure financial accuracy and control.
All adjusting entries need to be fully approved and thoroughly documented in accordance with internal policies and audit standards.
Processes should be designed to support internal audit readiness with a strong focus on compliance with US GAAP and federal regulations.
Labor charges must be aligned with accurate cost objectives, and transitions from Basic Online to ADP systems should be managed to ensure data integrity and operational continuity.
Contract-cost reporting should be formalized through project-level reclassifications to ensure accurate and timely monthly cost determination.
 
To Qualify for Applying to this position:
Minimum of six (6) years in progressive financial consulting for government contracts auditing, compliance and cost accounting.
Broad depth projects in DCAA, CAS, FAR, DOE, DEAR.
Minimum of 3 (three) years in T&M, and timekeeping platforms and SAP ERP systems.
Plus skill:

  • Any exposure to VIPER government submission processes and task order compliance.
Responsibilities:
T&E Compliance (FAR 52.232-7):
Identify and remediate gaps in the current Basic Online timekeeping system, covering daily entries, project coding, timesheet amendments and unpaid overtime.
Evaluate affiliate and subcontractor (LCAT-aligned) timekeeping and billing practices; implement corrective actions.
Resolve time-entry and billing deficiencies for Contracting Officer (CO) and VIPER submissions.
Cost Modeling & Government Documentation:
Build a transparent G&A allowable-indirect wrap-rate model for UUSA, handing off the finalized model to UUSA Finance.
Develop direct- versus indirect-cost segregation and supporting accounting policy (CAS 418 / FAR 52).
Establish procedures (FAR Part 31) to exclude unallowable costs from government billings.
CASB Disclosure Compliance:
Prepare a revised three-part CASB Disclosure Statement, updating cost methodology and process documentation.
