The Sr. Regulatory Policy Manager position will provide hands-on regulatory and market support for the client’s generation business across multiple wholesale markets. This role may be based in the Philadelphia/Allentown, Pennsylvania area and offers a remote/hybrid work arrangement with approximately 50% travel to Valley Forge. This opportunity is ideal for a regulatory professional with experience in industry operations or ISO/RTO engagement who enjoys working directly with market rules and stakeholder processes. The individual will serve as an advocate for the client’s interests across Regional Transmission Organizations (RTOs), applicable states, Federal and State regulatory bodies, and industry organizations. In addition, this role will provide strategic market and regulatory guidance to support the client’s ongoing business operations and evaluation of new business opportunities.
Responsibilities
- Interpret, apply, and operationalize RTO/ISO market rules supporting generation assets, market participation, and commercial strategy across wholesale and, where applicable, retail markets.
- Maintain in-depth knowledge of RTO tariffs, market design, settlements, and rule mechanics with a strong focus on practical business application.
- Analyze regulatory and market changes to determine operational, financial, and commercial impacts.
- Participate in RTO stakeholder meetings, working groups, task forces, and committees, contributing technical and market-focused input to support rule changes and market improvements.
- Advocate for market and regulatory outcomes that support revenue protection, cost recovery, compliance, and operational flexibility from both asset-level and portfolio-level perspectives.
- Communicate complex regulatory and market matters to Management, Operations, and Commercial leadership in a clear and actionable manner.
- Support regulatory requirements related to development activities, including identifying applicable rules, assessing impacts, coordinating with RTOs/ISOs, and managing filings and follow-up responses.
- Serve as a key resource to operational and commercial teams regarding RTO/ISO rule interpretation, stakeholder communications, and regulatory data requests.
- 4–6 years of regulatory experience related to electricity and natural gas markets at the national or regional level.
- Proven ability to analyze complex market rules and regulatory issues, identify operational or financial risks, and provide practical recommendations.
- Strong judgment and ability to work effectively in fast-paced, commercially sensitive environments.
- Demonstrated collaboration with operations, trading, commercial, legal, and external stakeholders.
- Bachelor’s degree in Engineering, Finance, Economics, Business, Mathematics, or a related field.
- MBA, MPA, or JD preferred.
