Job Description
At an intermediate level, this position performs operational analyses related to enterprise-, divisional-, and departmental-level strategies. The role provides statistical information to support the most effective utilization of personnel, equipment, and materials for operations, and analyzes operational cost elements to ensure effective and efficient performance.
This position applies existing knowledge and experience within its discipline while continuing to build higher-level skills and capabilities. The role receives a moderate level of guidance and direction from a supervisor, manager, and/or more experienced colleagues.
The position provides strategic insights and recommendations to management for enhancing existing programs and developing new initiatives. It performs business case and feasibility analyses for multiple projects and assists with research and development of cost-benefit analyses for maintenance, rehabilitation, and/or replacement options for specific assets in alignment with the strategic plan.
The role assists in defining project scope, recommending approaches, and leading the execution of strategic projects. It ensures project outcomes meet requirements for technical quality, reliability, schedule, and cost, ultimately achieving desired results. The position develops data-driven insights for presentation to executive- and Board-level audiences.
Additionally, the role assists in the development and implementation of operating plans, goals, objectives, priorities, and procedures aligned with established departmental strategic goals. It applies creative problem-solving skills to address strategic issues and formally tracks and reports progress toward established goals and milestones to support the delivery of results.
The position ensures appropriate records are maintained for budget requirements, management systems, policies, and procedures. It participates in cross-training activities, cross-departmental knowledge sharing, and, when appropriate, cross-departmental developmental assignments. The role may also develop and lead focused training sessions as needed to support organizational needs and requirements.
